I live in Houghton and due to the heartless parking enforcement policy, I rarely go downtown unless I walk.  I was at the Cactus and not only received one parking ticket but a second one soon afterwards, while others in the area did not. I thought that it was late enough in the evening that we weren't subject to parking fees at that time. Of note at 3:21:45 Toby Nixon states and "forced into selling anytime soon", and  "so it is square".  Jay Arnold wants the already busy Animal Control Officer to count the horses in Bridle Trails.  Really, residents have purchased there land and have rights. She states at 3:53:00 in the above link that she does not want a legislative process (like HENC), and wants administrative which means the planning director makes the decision, and not a public hearing because she thinks we need "commitments to developers".  And as we know currently we do not have an real acting planning director and are short in this area.  Would a new planning director understand the complex neighborhood plans and zoning codes of our city to effectively make a decision that is in the best interest of the residents.  I want Bridle Trail shopping center to have a legislative approval the city owes this to the residents.  Especially since this area can already be developed to 3 stories and add over 600 apartments.  Again the developer wants to make the highest return possible at the expense of the neighborhood.&lt;/p&gt;&lt;p&gt;I am well aware of the Bellevue Spring District and residents did not hold up the development there was a lot of uncertainty created because of the light rail, the economy dive in 2008, and figuring out moving auto row and relocating many businesses.  I use to work for a large land owner that has parcels in this area.
